The SysInternals web site is a great site if you're interested in things like
processes, logging, passwords, security and so forth. Some excellent free
utilities and code (all in C, but enough to get you started) for all varieties
of Windows too.

The RSS specification isn't particularly
complicated but it can be nice to get some sort of check that you've created something
that works, particularly as there doesn't appear to be a DTD or Schema you can use for
validation. This useful service checks an RSS file and provides you with a downloadable stamp
of approval (if that's the sort of thing you want) when you pass.

Resource Hacker is the classic freeware tool for viewing, modifying, renaming
adding, deleting and extracting resources from Windows executables and
libraries. Definitely worth having so you can play around with luna.msstyles
and have a peek at what's going on most classic PE executables and libraries.

A simple and easy to use RSS-news feed aggregation tool which you can
install onto your desktop and leave it to notify you of site updates. Its
also distributed open-source (still a little work to do on the Office XP
style toolbars when I downloaded it though :).

UPX is an advanced file compressor which reduces EXEs and DLLs to
around 50%-70% of their original size with little in the way of overhead
during runtime. Its distributed freely under GPL but anything you compress
with it is excepted and can be freely distributed. For example, I
compacted MSVBVM60.DLL down to around 745k and haven't experienced any
problems with it.

The XMLTV format is an interesting venture to standardise TV listing data
allowing you to create all sorts of interesing TiVo-style applications.
Although most of the code out there right now is for non-Windows platforms, the
XML format is hardly challenging, so if you know how to interface with a tuner
card...
As an aside, unscientific
analysis of words appearing in programme titles gives some hints on how
to void getting sucked into the endless mind-deadening morass of
reality shows...

A simple freeware program you can add to any Zip to make it
self extracting. Just concatenate your zip to FsZipX.exe and
name the file, and its done. The UI isn't perfect, but its
an easy way and free way to make self-extracting zips.
The licence allows you to freely use the package provided you
do not distribute it with a product. You can however freely
provide unmodified copies of the sofware and documentation on
their own.
