Cannot create a “Pointer” style item in the control

The current code does not allow an item to be configured so it cannot be dragged but is still selectable. Also, the code allows items to be dragged before any item in the control. It needs to be possible to do this in order to achieve an exact emulation of the VS.NET toolbox or clipboard ring.
